Description
In the wake of the October 17, 1989 Loma Prieta Earthquake, Caltrans commissioned an oral history project to document the personal and professional experiences of Caltrans employees who worked to restore the State's damaged transportation system. At the time of this interview Ernie Quandt was a Highway Maintenance Worker at San Luis Obispo Yard for Caltrans District 5. He also was a volunteer firefighter, so some of this interview covers Incident Command Centers and how they work. After the earthquake his crew was sent to Gilroy, and then to Watsonville and Santa Cruz. His duty was to be a flagman to help direct traffic around the repair work the crew. Quandt also offers suggestions of what could be done if this happened again.
