Rent-free trailers and buses, portable toilets and two Planning Commission meetings later, the movement appears to be growing, despite the Chancellor, the trustees, the county bureaucracy and the landlord. Since September, Berkeley Tenants Organizing Committee has been going door-to-door and holding mass meetings to involve tenants in the implementation of a rent control character amendment which passed in last April's elections. They are now running candidates for the Rent Control Board elections coming up in January.
